1) Your good self has awarded the above project secara rundingan terus kepada syarikat SEICOM SYSTEM SDN BHD.
2) The above project will worth up to RM700m with an initial phase worth close to RM300m.
4) SEICOM SYSTEM SDN BHD. was formerly known as KT&T Constructions Sdn. Bhd. A construction company.
5) SEICOM SYSTEM SDN BHD. reported net asset is only RM11k.
6) SEICOM SYSTEM SDN. BHD. corporate profile clearly shown doubtful track records as below:-
i) RM1.2m worth of works in 2010
ii) RM1.9m worth or works in 2012
iii) RM1.9 worth of works in 2013
ALL OF THE ABOVE JOB WERE SUB CONTRACTED (DOUBTFUL) & NO PROJECTS WERE DIRECTLY AWARDED TO SEICOM SYSTEM SDN. BHD.
6) SEICOM SYSTEM SDN BHD. is lead by a guy of the name Rahman Nordin who bragged that he secured this project with a personal phone call from your good self to MINDEF.
7) Rahman Nordin also claimed that this project is to fund your PRU14 campaign.
8) Rahman Nordin also in possession of VML (Value Management Lab) documents which was submitted by end-users to EPU.
9) MINDEF had in earlier 2013 wrote to MOF to conduct a selective tender for this project however was turned down & MOF instructed to conduct open tender.
10) In contrary to item 9 above, MOF in December 2013 instructed end-users to direct nego with
SEICOM SYSTEM SDN BHD.
YAB Dato' Sri,
With all due respect Sir; how could you allow,
1) Awarding such important project with regards to National Security to non-capable company?
2) If the justifications are about national security, why should capable parties be invited for a proper selective tender?
3) MOF to give instructions which were contradicting to each other?
4) Government documents such as VML being distributed to external parties?
5) Working with non-capable parties who randomly bringing solutions from Hong Kong & SINGAPORE?
6) Jeopardize national security, your own reputation & the government’s reputation with this kind of direct nego award?
7) Or is this another project by your Little Napoleons similar to the RM300m U-Custom project? http://
